Core Courses

MBPZ11 Public Administration  (3 credits)
This course covers the characteristic of social organizations, the organizational structure of public organizations, the leadership style in governmental department, the responsibility and performance evaluation of public organizations, the strategic planning and strategic management, individual’s capacity development and team cooperation, and civil servant management.

MBPZ12 Analysis of Public Policies (3 credits) 
According to the new ideal of collaborative governance, the course focus on that the domain differentiation, relationship evolution, functional differentiation and responsibility sharing of the government, the enterprises and the civil society in the overall social system. Meanwhile, the theoretical, realistic and local nature of civil society should also be considered. The course will not only analyze the laws and processes of political, economic, cultural, social, ecological and other fields of differentiation in the overall society, but also try to explain the changes in the form, systems and functions of the government, enterprises and civil society, and the historical trajectory of the relationship. The course will analyze that the main theoretical disputes arising from the mutual relations of civil society; explain the the form, system, function and responsibility of modern government; explain the system, function and social responsibility of modern enterprises; explain the development of the composition and principles, the types and methods,the responsibilities of modern civil society. This course try to enable students to have a intensive understanding about the relationship among government, business and civil society.

MBPZ13 Political Science (3 credits)

This course will present the basic concepts, research methods, and theoretical perspectives of politics and political science to the students. In addition, the main academic areas of political science will also be discussed in the course. For example: International politics, comparative politics and political philosophy. Through the methods of lecture and case study, this course can help students understand that the significance and value of political activities for human society, the development and improvement of the modern state system and the impact of citizenship on the country and human society.

MBPZ14 Fundamentals of Law for Administration (3 credits)
This course mainly introduces the framework and composition of the legal system of social organizations. The relevant departmental laws include the Constitution Law, Administrative Law and Civil Law. It focuses on the analysis of the right of association in the Constitution Constitution Law and the protection of property of social organizations. Meanwhile, this course will discuss the cooperative relationship between the government and social organizations in the field of administrative law, as well as the civil rights and civil capacity of social organizations in civil law. The target of this will enable the students to understand the basic system of legal governance of social organizations that in order to establish the legal concept of managing social organizations according to the laws.

MBPZ15 Public Economics (3 credits)
The course will analyze the overall economic behavior of society and its consequences which includes the macroeconomic indicators such as GDP, unemployment rate, inflation, exchange rate, aggregate supply-total demand model, economic cycle and economic growth, open economy, monetary policy and fiscal policy. Through this course, the students will understand the basic and important topics in macroeconomics that can help the students judge the overall economic development trend.

MBPZ16 Human Resources Management for Public Organizations (3 credits)
After studying this course, students can understand the basic characteristics and main functions of human resource management public organization. This course involves major activities of human resource management of public organization which include that recruitment and staffing, training and development, compensation, performance appraisal, reward system, employee relations, organization work design, etc. This course will provide the knowledge of the how to develop an effective internal operation management system through the way of human resource management.

MBPZ17 Research Methodology (3 credits)
In order to help students understand social science research methods, this course will provide a complete description of research design, questionnaire and scale design, reliability and validity, statistical analysis, interpretation of analysis results, research report writing, etc. At the same time, it will explain research ethics related issues in the process. This course will cultivate students' ability to think systematically and master the research methods of social science.

MBPZ18 The Ethics of Public Administration (3 credits)
In recent years, due to the impact of financial fraud, environmental issues and globalization, The issues such as that corporate ethics, corporate social responsibility, and sustainable development have received much attention. Whether profit enterprise or a public welfare social organization, they all have to know the knowledge of corporate ethics and corporate social responsibility. Meanwhile the knowledge have to be implemented in the organizations. According to the condition, this course takes ethics introduction, workplace ethics, public organization functions and ethics, and emerging ethics issues as the theme of the course. The themes will help the students to know that how to use make the effective decisions through the perspectives of develop sustainable organization, ethical decision making, and risk management.  

Elective Courses

MBPE01 Organizational Behavior   (3 credits)

This course aims to provide students with conceptual and theoretical approach of psychology to understand the employees’ behavior in the organization. The lecturer will introduce the students to the fundamental theories of organizational behavior. These will facilitate students acquire the knowledge and valuable skills of that how to handle the issues in different managerial context. Meanwhile, this course can also provide some useful methods about how to make individuals and organization achieve the goals of task performance.   

MBPE02 Management Communication (3 credits)
The course aims to analyze the relationship between internal management and communication in the public sector. By teaching the basic theories and models of management communication and effective expression, it will help the students acquire the capabilities of communication awareness, basic personal communication skills and communication knowledge. Meanwhile the course can also help the students develop their skill sets of communication as top level managers.

MBPE03 Strategic Management (3 credits)
The course will introduce the concepts, methods, typical cases and various aspects of the strategic management. It includes that the characteristics and functions of strategic management, strategic business models, strategic levels, external environment analysis, competitive position analysis, internal condition analysis, and general competitive strategy , strategic alliances, mergers and acquisitions, integration strategies, outsourcing strategies, internationalization strategies, value chain theory, diversification strategies, corporate social responsibility, public organization structure design, public organization culture construction, the cultivation and development of core competitiveness, etc. This course will also focus on the principles and management practices in area of strategic management. Through the method of case study, students will understand the key issues in strategic management. 

MBPE04 Brand Building and Cause Marketing of Non-profit Organization (3 credits)
The course aims to introduce the concepts related to brand, brand management strategy, and how to build and develop brands for non-profit companies through the method of resources based perspective. After finishing this course, students will have the knowledge about brand management theory and how to develop a series of strategies for brand development of Non-profit organization.

MBPE05 Organizational Theory, Design, and Change   (3 credits)
The main purpose of this course is to extend the knowledge of students which include that the operation process of the organization, how to improve the operation system. The lecture will introduce the conceptual methods and theoretical frameworks will be used systematically that can help to explain the organizational process and solve practical problems. The subjects of the course will include that organizational theory of public organization, stakeholders of the public organization, analysis of organization environment, organizational structure and design, organizational culture and organizational transformation.

MBPE06 Leadership (3 credits)
The course will introduce the importance of leadership in the organization. Meanwhile, this course will focus on explore those factors that will affect the effectiveness of leadership and how to improve abilities of leader. The course will emphasize theory and practice of leadership equally. Through the methods of case study and teamwork, the lecture will guide the students to discuss and understand key issues in leadership. 

MBPE07 Latest Topics on Public Administration (3 credits)

Taking into account that there are some brand new research ares will emerge in public administration, this program will provide the seminars of Frontiers in public administration. The seminars will invite outstanding scholars and managers give the lectures to the students.
