M.U.S.T. Council Member Dr. Chui Sai Peng Talked about Urban Planning and Public Participation

Jointly organized by the Macao S.A.R. Government and the China Association for Science and Technology, held by the Macau Association for Promotion of Science and Technology, the “Cross-Straits, Hong Kong and Macau Collaborative Innovation Forum (Macau)” held another session of its “Experts’ Campus Lectures on Popular Sciences” series on April 5th; Dr. Chui Sai Peng, President of the Macao Urban Planning Institute and member of the University Council of M.U.S.T. was invited to give a talk titled “Urban Planning and Public Participation” at lecture hall N211 at M.U.S.T. Dr. Chui received his PhD. from Tsinghua University, and M.S. in civil engineering from University of California, Berkeley, CA, USA..

Before the lecture began, Vice President Pang Su Seng of M.U.S.T. presented souvenir to Dr. Chui. During the lecture, Dr. Chui gave a detailed introduction to the conceptions of “Urban Planning” and its significances for Macao’s development. Dr. Chui noted that “Urban Planning” was generally a concept unheard of locally prior to the Handover; as rapid development has jolted this once cozy town, people have realized that ad hoc planning is neither desirable for this generation nor sustainable for future generations; over time, the citizens and the government of Macau have come to the consensus that urban planning is crucial to the sustainable development of Macau. After the lecture, the students at the audience responded actively at the Q&A session; the atmosphere of the talk has been encouraging and stimulating.

Dr. Chui Sai Peng has extensive professional experience in urban planning, civil and structural engineering and project management. He was responsible for many urban studies and projects in Macao, including the “21st Century Macao City Planning Guideline Study” and “Creative Industries District Conceptual Study”. He has published articles including “New Habitant on Coloane Old Town” etc.

Dr. Chui is the Deputy of the Macao S.A.R. to the 12th National People’s Congress, Members of the Legislative Council of Macau S.A.R., and member of the expert panel on “Greater Pearl River Delta Urban Coordinated Development Planning Study”. In 1997, together with other professionals, Dr. Chui founded the Macau Association for Promotion of Science and Technology (MAPST), which has been deeply involved in the popularization of science and technology in Macao. In 2008, Dr. Chui founded the Macao Urban Planning Institute and served as president, which has greatly moved forward Macau’s urban planning engagements. In recognition of Dr. Chui’s contribution, he was awarded the Professional Medal of Merit by the Macao Government in 1999 and the Macao S.A.R. in 2004.

The “Experts’ Campus Lectures on Popular Sciences” series of the “Cross-Straits, Hong Kong and Macau Collaborative Innovation Forum (Macau)” was launched on February 22nd; the lecture series was warmly received by the community and will last till the end of May. The series invited 36 local and external experts to give talks to students, which greatly popularized the education of sciences in Macau.
