On the morning of November 29, 2023, the unveiling ceremony of the cooperation project between the Faculty of Law at Macau University of Science and Technology (M.U.S.T.) and the Shenzhen International Arbitration Court (Guangdong-Hong Kong-Macao Greater Bay Area International Arbitration Center) was held in the N101 Auditorium at M.U.S.T.. The event, jointly organized by the Faculty of Law at M.U.S.T. and the Shenzhen International Arbitration Court, with support from the M.U.S.T. Foundation, aims to promote the development of arbitration rule of law and talent cultivation in the Guangdong-Hong Kong-Macao Greater Bay Area, and to build an internationally preferred destination for arbitration in the Greater Bay Area, serving Portuguese-speaking countries and the Belt and Road Initiative.
The opening ceremony was attended by Minister Wang Heng from the Legal Department of the Liaison Office of the Central People's Government in the Macao Special Administrative Region, Vice Director Fong Peng Kit from the Legal Affairs Bureau of the Macao SAR Government, Lawyer Vong Hin Fai, Chairman of the Macau Lawyers Association and Council Member of the Shenzhen International Arbitration Court, Director Carlos Roberto Xavier from the Higher Education Department of the Education and Youth Affairs Bureau of the Macao SAR Government, Vice President Kwong Ying Wa from M.U.S.T., Director Liu Xiaochun from the Shenzhen International Arbitration Court (Guangdong-Hong Kong-Macao Greater Bay Area International Arbitration Center), and Dean Fang Quan from the Faculty of Law at M.U.S.T., who served as the distinguished guests of the ceremony.

In his speech, Vice Director Fong Peng Kit expressed that the SAR Government has always attached great importance to the development of arbitration in Macau and strengthening cooperation with the industry. In recent years, the Legal Affairs Bureau has been actively promoting and improving the arbitration system, increasing publicity and promoting efforts to further enhance the acceptance and trust of arbitration as a dispute resolution mechanism in Macau society. He stated that this event marks a new starting point for arbitration cooperation between Guangdong and Macau. The Faculty of Law at Macau University of Science and Technology has been committed to cultivating professional legal talents and promoting interdisciplinary legal exchanges. As a professional arbitration institution with international influence and credibility, the Shenzhen International Arbitration Court believes that through collaboration and interaction, both institutions can further promote the development of international arbitration in the Greater Bay Area, and cultivate more outstanding arbitration talents for the development of Macau and the nation.

Director Liu Xiaochun, in his speech, stated that the Shenzhen International Arbitration Court has always adhered to the core values of independence, impartiality, and innovation. The court is committed to establishing a just, fair, harmonious, and orderly business environment, and building a world-class platform for commercial dispute resolution and an international arbitration hub. In the future, the Shenzhen International Arbitration Court will continue to work together with the Faculty of Law at Macau University of Science and Technology to make efforts in promoting the development and improvement of diversified dispute resolution mechanisms in the Guangdong-Hong Kong-Macao Greater Bay Area.

In her speech, Dean Fang Quan expressed that the Faculty of Law at Macau University of Science and Technology is committed to cultivating professional legal talents in arbitration, promoting theoretical research, and facilitating practical exchanges. With the expertise of the faculty, they aim to serve the needs of arbitration rule of law construction in the Guangdong-Hong Kong-Macao Greater Bay Area. The collaboration between the Faculty of Law and the Shenzhen International Arbitration Court has a long-standing history. It is believed that through the signing of cooperation agreements and the establishment of liaison offices, both parties will establish a closer partnership and jointly promote the better utilization of arbitration services in Macau SAR, the Shenzhen-Hong Kong-Macao Cooperation Zone, and the Greater Bay Area. This collaboration will contribute to further advancing the deep integration of the Greater Bay Area and promoting coordinated regional economic development.

During the signing ceremony, Dean Fang Quan and Dean Liu Xiaochun signed the agreement on behalf of their respective institutions. After the signing and unveiling ceremony, the "Reform and Innovation: China's Arbitration Going Global" Cross-Gate Law Forum officially began. The forum was hosted by Professor Yi Zaicheng from the Faculty of Law, with presentations from Lei Wun Kong, Senior Counsel at Macau LekTou Law Firm, Huang Guoyong, Director of Shenzhen International Arbitration Court, and Associate Professor Shen Yunqiao from the Faculty of Law.
They reported on topics such as "Recognition and Enforcement of Foreign Court Judgments and Arbitral Awards in Macau," "Win-Win Cooperation and Integrated Development of International Arbitration in the Greater Bay Area," and "Integration of Arbitration in the Guangdong-Hong Kong-Macao Greater Bay Area: Assisting China's Arbitration Going Global." The Program Director, Bi Jingwei, served as the discussant. During the forum, the guests discussed the construction and improvement of diverse dispute resolution mechanisms from various theoretical and practical perspectives, taking into account the current era of deep integration in the Guangdong-Hong Kong-Macao Greater Bay Area. The atmosphere was lively, with active participation from students and faculty members.
