The launching of The Fourth National Climate Change Assessment Report - Hong Kong and Macao Special Report draft was held on the afternoon of 28th March, 2019 in N101, Macau University of Science and Technology. The invited guests included Minister Wang Zhigang of the Ministry of Science and Technology of the People’s Republic of China, Deputy Director Yao Jian of the Liaison Office of the Central People’s Government in Macao S.A.R., Mr Wong Kam Sing, Secretary for the Environment of Hong Kong S.A.R., President Ma Chi Ngai of the Macao Science and Technology Development Fund Administrative Committee, Professor He Jiankun of Tsinghua University, Chancellor Liu Chak Wan and President Liu Liang of M.U.S.T., as well as over 70 experts and scholars from the Mainland, Macao and Hong Kong, and relevant departments of the Macao S.A.R. Government.

Minister Wang Zhigang delivered a speech at the meeting. He stated that he is very pleased to participate in the launching of the Hong Kong and Macao Special Report; on behalf of the Ministry of Science and Technology, he expressed his heartfelt appreciation and gratitude to this well-organised meeting by the attending experts and scholars, Chancellor Liu Chak Wan and President Liu Liang of M.U.S.T., and to the efforts of the entire work team. Minister Wang pointed out that active efforts to address and act on climate change have become a global consensus. Its related future development puts emphasis on green development, sustainable development, economic development system and benefits, making contributions to a shared future for mankind. It is necessary to firmly promote the Mainland and Macao’s scientific and technological cooperation in the field of the environment. The central government has increased its support for the universities and research institutions in Macao, and strives to develop Macao as an internationally renowned innovative high-tech environmental technology platform. Minister Wang also indicated that the University motto of “Dedication to practical studies, Enhancement of knowledge, Ability and Quality” represents the meanings of the spirit of honesty, and the pursuit of human sciences and logic. From the visit to the State Key Laboratory of Quality Research in Chinese Medicines and the State Key Laboratory of Lunar and Planetary Sciences, he can fully envision the solid scientific cultivation and scientific spirit of M.U.S.T., Minister Wang said.

The purpose of this launching meeting was to gather ideas and make the report drafting and editing work solid, in-depth, systematic and comprehensive to provide a significant guarantee for the sustained, healthy and prosperous development of Hong Kong and Macao’s economy and society. The Ministry of Science and Technology pays high attention to the special report. This is the first time that Hong Kong and Macao has been included in the national report on climate change. It is appreciated that the experts from Hong Kong and Macao have engaged in producing high-quality reports with all their efforts.

Macau University of Science and Technology is the organiser of the launching meeting and the only local University that participated in the drafting and editing of The Fourth National Climate Change Assessment Report - Hong Kong and Macao Special Report. The project invited 23 experts from Hong Kong and Macao in the field of climate change, including five experts from Macao, namely, Prof. Wang Zhishi, Dean of the Macau Environmental Research Institute of M.U.S.T., Assistant Professor Song Qingbin, Assistant Professor You Yan, and Professor Chan Kwing Lam and Assistant Professor Chow Kim Chiu from the State Key Laboratory of Lunar and Planetary Sciences of M.U.S.T. The Hong Kong and Macao Special Report is expected to be completed and published by the end of 2020.

President Liu Liang delivers a welcome speech

President Liu Liang extended a warm welcome to the experts and scholars attending the meeting. He also expressed that the teachers and students felt it a great honour for M.U.S.T. to hold this launching ceremony. President Liu sincerely thanked the Ministry of Science and Technology, Liaison Office of the Central People’s Government in Macao S.A.R., and the Macao S.A.R. Government for their tremendous support to the Macau University of Science and Technology over the past 19 years. In 2005, M.U.S.T. established the “Macau Environmental Research Institute”, engaging in constructing a platform for academic research and industry-university-research cooperation in environmental research in Macao. The University will recruit more talents and professionals, promote deeper cooperation with the experts and scholars at the meeting and their institutions, so that the University Environmental Research Institute will advance rapidly and make responsible contribution to the rapid construction and development of Greater Bay Area. In the preparation of the Hong Kong and Macao Special Report, M.U.S.T. researchers will mainly participate in the drafting and writing of the impact of the energy structure transformation in Greater Bay Area on greenhouse gas emissions, and how to deal with the extreme weather caused by climate change and the assessment and monitoring measures for waterlogging in Macao.
