Shen Yun Qiao, Assistant Prof. of Faculty of Law, Won the Second Prize of the Theme Paper Contest of the 2014 Law Development Youth Forum across the Two Straits and Four Regions

Jointly held by the China Law Society and the Macao Basic Law Promotion Association, the Theme Paper Contest of the 2014 Law Development Youth Forum across the two straits and four regions ended on August 25. Shen Yun Qiao, Assistant Prof. of Faculty of Law was given the Second Prize (a departmental award) for his paper titled “On Human Rights Paradigm and its Contemporary Transformation: Take Macau’s Wealth Partaking Scheme for Example.” This was also the only paper that won a second or above prize from the Hong Kong-Macau-Taiwan region. The Theme Paper Contest held two rounds of anonymous assessment, a preliminary one and a final one; 21 renowned scholars were involved in the assessment and more than 1200 papers were received.

The paper is an in-depth study of the Macau Wealth Partaking Scheme. It approached to the Scheme from multiple perspectives such as economical, legal, political, and anthropological points of view, analyzed the possibility that Macau strides towards a social welfare society and the relevant coping measures, and discussed the transformation of human rights paradigm with the trend of globalization and the mode of and way of improvement for China-US Human Rights Dialogue.

Assistant Prof. Shen Yun Qiao is a member of the Founding Committee of the Macao Society for Human Rights Studies; as a local legal expert of Macao, he was involved in the work of “Second National Human Rights Report – Advisory Opinions of Macao S.A.R.” for the government of Macao S.A.R.; such advisory opinions have become important references used later by the Macao S.A.R. government in its Macau Human Rights Report presented to the Central Government. On March 20, 2014, United Nations Human Rights Council assessed and approved the Second Universal Periodic Review of the People’s Republic of China (including that of Hong Kong S.A.R. and Macao S.A.R.) that was conducted in October of 2013.
