Professor ZHOU Li Gao is an expert in electronic technology and an educator. He was a member of the Preparatory Committee of the National People’s Congress for the Macao Special Administrative Region, President of The University of Macau, Founding President of Macau University of Science and Technology, and Chairman of the University Council of Macau University of Science and Technology. He’s long engaged in research on signal processing, pattern recognition, applications of computers in medical areas and higher education management. He received “20th Century Achievement Award” from the International Biographical Centre (IBC) of Cambridge, England in 1993, was elected as Chairman of the Board of the United Nations University International Institute for Software Technology in 1998, received an honorary doctoral degree from the Soka University, Japan, in 1999, and in the same year was awarded “Macao Government Medal of Professional Merit” by then Macao Governor Vasco Joaquim Rocha Vieira. In 2001, he was awarded “Certificate of Honor” by then Chief Executive Ho Hau Wah of the Macao S.A.R. and in 2012, he was appointed as a member of the Award Judging Committee of the Macao Science and Technology Award by the Macao S.A.R. Government.
Professor ZHOU Li Gao was born in Shanghai. He graduated from the Department of Electrical Engineering, Tsinghua University, Beijing, in 1953 and stayed on as a faculty member. In 1980, he went on as a visiting scholar to the University of Erlangen–Nuremberg, Germany, to conduct research in the area of bio-medicine engineering. As a senior member of the Institute of Electrical and Electronics Engineers (IEEE), Professor ZHOU served consecutively as a member of the International Committee of the IEEE/EMBS (Engineering in Medicine and Biology Society) World Congress and the International Union of Radio Science; he is Vice President of the Chinese Society of Medical Electronics, Chairman of the Organizing Committee of China US-RIK, and a member of the editorial board of Chinese Journal of Electronics. Professor ZHOU has made extraordinary achievements in electronic technologies, especially in the field of applying computers to medical areas, he’s monographed a great many works, amongst which Macao’s Science and Technology Development, The Scientific Foundation of Medical Imaging (translation works), and Application of Optimization Technologies in Biomedicine Engineering. A project of Professor ZHOU in 1995, titled “Fetal Monitoring and Fetal Electro-Cardio Signal Processing”, won the 2nd prize of the State Education Commission Science and Technology Progress Award.
Professor ZHOU has also made tremendous contributions to the historical course of Macao’s return to the Motherland and the development of Macao’s higher education. With his broad vision as a scholar and his precision-based educational philosophy, he created School of Chinese, Chinese Laws Program, Diplomacy Portuguese Program, and a series of new courses aimed at cultivating science and technology professionals, which has prepared a reservoir of young talents ready to contribute to Macao’s return, helped the realization of “localization of language spoken by civil servants, localization of language used for laws, and the status of Chinese as an official language”, and provided a guarantee in terms of essential high-quality talents for the successful implementation of One Country, Two Systems and Macao People Govern Macao.
