Guangdong-Hong Kong-Macao Greater Bay Area Intellectual Property Legal Alliance Officially Launched

Organized by Macau University of Science and Technology, the Inauguration Ceremony for the Guangdong-Hong Kong-Macao Greater Bay Area Intellectual Property Legal Alliance & the Guangdong-Hong Kong-Macao Greater Bay Area Intellectual Property Law Summit was held in Zhuhai on December 4, 2018. Officiating guests who attended the Inauguration Ceremony include Mr. Wang Heng, Deputy Director of the Department of Legal Affairs of the Liaison Office of the Central People’s Government in the Macao S.A.R., Mr. Ma Xianmin, President of Guangdong IP Protection Association, Mr. Lau Wai Meng, Deputy Director of the Economic Bureau of the Macao S.A.R., Chair Prof. Liu Liang, President of M.U.S.T., Mr. Jiang Bin, Vice President of Guangdong Province Law Society, Prof. Fang Quan, representative of Faculty of Law and Macao Intellectual Property Research Center of M.U.S.T., Prof. Wu Handong, Chairman of the Academic Committee of Zhongnan University of Economics and Law, Prof. Guo Zongjie, representative of Law School & Intellectual Property School of Junan University, and Associate Prof. Sun Haochen, representative of Department of Law of the University of Hong Kong. The Ceremony was also attended and witnessed by representatives of the first 26 council members of the Alliance and about 100 participants of the Summit.

President Liu Liang of M.U.S.T. addressed the Ceremony. He noted that innovation and cooperation in the field of intellectual property in Guangdong, Hong Kong and Macao will assist the implementation of national intellectual property strategies in the Greater Bay Area, especially by providing administrative insurance and support for development of platforms like the New “Guangzhou-Shenzhen-Hong Kong-Macao” Technology Innovation Corridor and the Macao Chinese Medicine Technology Industrial Development Platform, and therefore will be of great significance and have a far-reaching impact. Coincidentally, the establishment of the Guangdong-Hong Kong-Macao Greater Bay Area Intellectual Property Legal Alliance answers the call of the time. It is believed that the Alliance will grow steadily, aim high and make outstanding contributions to the Greater Bay Area development and to the implementation of the national intellectual property strategies.

President Liu Liang addressed the Ceremony

President Ma Xianmin of Guangdong IP Protection Association emphasized that protection of intellectual property plays a significant role in the growth of the Greater Bay Area. Facing the significant historic opportunities that it affords, Mr. Ma noted that organizations and people in the field of intellectual property protection must adapt and seize opportunities to reinforce cooperation. The newly-formed Guangdong-Hong Kong-Macao Greater Bay Area Intellectual Property Legal Alliance is bound to fulfill great roles, and the Guangdong IP Protection Association is delighted to join forces with the Alliance and commit to the great cause of intellectual property protection.

Prof. Wu Handong, Chairman of the Academic Committee of Zhongnan University of Economics and Law, pointed out that cooperation in terms of intellectual property will help the Greater Bay Area to become a new highland in the world bay economies. In this context, the founding of the Alliance indeed carries with itself greater missions, and he expected that it will make significant contributions in facilitating intellectual property cooperation between Guangdong, Hong Kong and Macao, for the growth of the Greater Bay Area and the implementation of national intellectual property strategies.

The Alliance was initiated by the Faculty of Law/Macao Intellectual Property Research Center of M.U.S.T., and co-founded by the Law School & Intellectual Property School of Junan University, and the Department of Law of the University of Hong Kong. The initiative received active responses from 26 organizations in the Greater Bay Area, including law schools at universities, legal services agencies, and other relevant units. Prof. Fang Quan, Chairman of the Alliance and Executive Vice Dean of the Faculty of Law of M.U.S.T., noted that the Alliance aims to act in response of the national Guangdong-Hong Kong-Macao Greater Bay Area strategy, unite the forces of interested organizations and other associations, construct an intellectual property think tank, move forward intellectual property cooperation, and promote and elevate the standards of intellectual property legal services. In the context of the development of the Guangdong-Hong Kong-Macao Greater Bay Area and implementation of national intellectual property strategies, the establishment of the Alliance answers the needs of the world as well as the needs of the time.

The Macao Intellectual Property Research Center is a partner research base of the Center for Studies of Intellectual Property Rights of Zhongnan University of Economics and Law, which is a key humanities and social sciences research institute of the Chinese Ministry of Education. The Center aims to integrate the best resources of M.U.S.T. and Zhongnan University of Economics and Law, exert Macao’s role as a key Belt and Road linking point and center city of the Guangdong-Hong Kong-Macao Greater Bay Area, and become an internationally celebrated academic institute and think tank, especially across the straits in Hong Kong, Macao, and Portuguese-speaking countries.

Following the Inauguration Ceremony, the Alliance presented the grand Guangdong-Hong Kong-Macao Greater Bay Area Intellectual Property Law Summit. Specialists and scholars from the first participant organizations of the Alliance gave speeches and discussed topics relating to theories, practices and innovation of intellectual property laws in the Greater Bay Area.
