Tong Chi Kin, Doctor of Science honoris causa


In 2000, he drafted up the “Macao Policy Basis of Science and Technology” for the Macao S.A.R. Government, which enlightened Macao’s science and technology development. In 2004, the Macao S.A.R. Government established the Science and Technology Development Fund (FDCT) to provide assistance and funding for local societies or individuals to conduct science and technology research, advance development of science and technology, and oversee the general affairs of the five awards of the National Science and Technology Awards. As Chairman of the Executive Committee of the FDCT, Mr. Tong Chi Kin acted in accordance with the objectives of the science and technology polices of the Macao S.A.R. Government, and has made extraordinary contributions to Macao by advancing the local science and technology development.

In education, he serves as Vice Chairman of the University Council and Chairman of the Advisory Committee of Macau University of Science and Technology, Council Member and Vice Secretary-General of Huaqiao University, Council Member of Jinan University, and Council Member of The University of Macau. He was President of The Macau Workers’ Children High School and President of the Macao Computer Society for a long time. He currently serves as President of the Macau Academy Education Fund Society, Vice President of the Macau Education Fund Society, Vice Chairman of the School Council and Chancellor of Macau Pui Va Middle School, and other appointments; he’s made tremendous contributions for Macau’s basic education and higher education.

Before Macao returned to the motherland, he served as member of the Transitional Affairs Committee of the Macao S.A.R. Government, member of the Education Committee, member of the Science and Technology Committee, member of the Preparatory Committee of the Macao S.A.R. Government, member of the 4th Advisory Committee of the Macao S.A.R. Government, and member of the 5th and 6th Macao Legislative Assembly. After Macau returned to the motherland, he was a Member and Spokesman of the Executive Committee for two terms, and member of the 1st and 2nd Legislative Assembly. While in office, he acts in person and leads by example, takes the Legislative Assembly as a platform and fully exerts its legislative functions, and monitors the Macao S.A.R, Government to make sure that it puts out legislations that reflect the people’s will. In 2005, he was awarded the Golden Lotus Medal of Honour by the Macao S.A.R. Government.

He is also dedicated to Macao’s science and technology development and the popularized education of science; he is credited with the development of Chinese Medicine in Macao and the establishment of two state key laboratories, the Science and Technology Awards, and the increasing integration of research outcomes and industry. In the academic field, he addresses the practicing of theories and has published research work that studies the relation of administration and legislation, which bears witness to his successful exploration in theories of legislative practices. He places great value in training talents, and has made long-time efforts in cultivating bilingual law professionals and judicial officials, which has great significances to Macao in its implementation of the Macao Basic Law, the principle of “Macao People Govern Macao”, and the guideline of “Rule Macao by Law”.
