Establishment and Inauguration Ceremony of the Macau University of Science and Technology Faculty of Law Alumni Association Successfully Held

The establishment and inauguration ceremony of the MUST Faculty of Law Alumni Association was successfully held on October 28 at 10:00 a.m. in Room 101, Block N, on campus. Guests attending the ceremony includes: Leong Man Cheong, Director General of the Macau SAR Government Police Department; Li Xuefei, Director of the Legal Department of the Liaison Office of the Central People’s Government in the Macau SAR; Zhang Jian, Director of the General Operations Department of the Office of the Commissioner of the Ministry of Foreign Affairs in Macau; Wong Pou Ieng, Director of the Identification Bureau; Lou Soi Cheong, Deputy Director of the Legal Affairs Bureau; Vong Hin Fai, Barrister and Legislative Concillor; Chan Wa Keong, Barrister; Jorge Neto Valente, Barrister and President of the Macau Bar Association; Dr. Tong Ka Lok, Vice President of MUST; Pang Chuan, Vice President of MUST and Chairman of the General Alumni Association of MUST; Mr. Kwong Ying Wa, Vice President of MUST; Chair Professor So Yuk Chau; Professor Fang Quan, Dean of the Faculty of Law; Ma Hoi Sun, Vice President of the General Alumni Association of MUST; Tang Xi, Vice Chairman of the Board of the General Alumni Association of MUST; Feng Junguo, Secretary of the General Alumni Association of MUST, etc.

President Lao Chak Kuong, Vice President Liu Lic Ka, Chairman Chang San Chi, Supervisor Zhu Yu and other members of the first Board of Directors and Supervisors of the Alumni Association were sworn in by Vice President of MUST, Mr. Pang Chuan, Dean of the Law Faculty, Professor Fang Quan, and other guests and alumni. During the ceremony, Vice President Pang Chuan presented the flag of the MUST General Alumni Association to the President of the Law Faculty Alumni Association, Mr. Liu Zeguang, symbolizing the official establishment of the Association.

The Law Faculty Alumni Association is the second faculty alumni association established under the General Association of Alumni of Macau University of Science and Technology. It is also dedicated to strengthening the ties between alumni and the University, as well as to strengthening the ties between the Association and the General Association to promote each other’s further development. 

Vice President of MUST, Mr. Kwong Ying Wa congratulated the establishment of the Law Faculty Alumni Association and pointed out that with the support of the SAR Government, the Liaison Office of the Central People’s Government, and the community, MUST had been developing over the past 20 years and had nurtured many high-quality talents for the Macau community. The Faculty of Law, one of the four founding faculties of MUST, has provided many outstanding legal professionals to Macau and the Mainland over the past 20 years of its development. He urged the alumni to uphold the motto of MUST “Sincerity and Integrity” and to bring into play the professional strengths of the legal profession to contribute to the promotion of the rule of law in the Greater Bay Area.

Vice President Pang Chuan said in his speech that since its establishment in 2006, the MUST General Alumni Association had established regional alumni associations in Macau, Taiwan, Hong Kong, Guangzhou, Shenzhen, Beijing, Shanghai, Hangzhou, Nanning, Zhuhai and other places, and promoted the establishment of faculty affiliated associations. The establishment of the Law School Alumni Association was another important step in the growth of the alumni team. He hoped that the alumni would continue developing in their respective fields and contributing to the development of the University, Macau and the country.

In her speech, Dean Professor Fang Quan reviewed the development of the Law Faculty over the past 20 years and encouraged the members of the Alumni Association to unite with all alumni to achieve the purpose of the association, to forge ahead and to live up to expectations.

In his thank you speech, President Lao Chak Kuong said that the Law Faculty Alumni Association would strengthen the ties among alumni from all sectors, support the development of the Faculty and the University, organize more activities to enhance exchanges between all parties, and share social resources from all sides.

At the end of the ceremony, the Law Faculty also appointed Barrister Vong Hin Fai and Barrister Ling Hsião Yun as Honorary Presidents of the Association; Barrister Lei Wun Kong as Honorary Advisor; and Mr. Chong Peng Kun as Honorary Alumni.

Immediately after the ceremony, the third session of the “Legal Experts Sincere Talk” was held at the same venue. This event was organized by the Law Faculty, co-organized by the Faculty of Law Alumni Association and supported by the General Alumni Associations of MUST.

Speakers of the event were distinguished graduates of the Law Faculty, including practicing lawyer Mr. Zhu Yu, General Manager of the Legal Compliance Department Leong On Leng, Barrister Xu Bing, CEO Zheng Li, and Mr. Xu Xiaoxian. Board Director of the Law Faculty Alumni Association and Barrister, Mr. Chang San Chi, chaired the talk. Dean Professor Fang Quan, Professor Li Xiaoping, Associate Professor Zhao Linlin, Assistant Professor Mou Xiaobo, Assistant Professor Peng Yunpeng, Assistant Professor Zhou Ting, Assistant Professor Chen Bo and nearly 100 students from the Law Faculty attended the event.

The “Legal Experts Sincere Talk” Event in Session

At the beginning of the talk, Dean Professor Fang Quan welcomed the guests and presented them with souvenirs, and also accepted a souvenir presented by Dr. Zheng Li, an alumnus, for the 20th anniversary of the Faculty. During the event, the guests introduced their own schooling experiences to the students and encouraged them to work hard to become excellent legal experts in the future. The talk was followed by a Q&A section, during which students asked questions enthusiastically.

The event provided students with the opportunity to get in close contact with outstanding graduates of the Law Faculty. Many students expressed that the event was very helpful, and they had been greatly inspired by the experiences of their predecessors.

Introduction of the Faculty of Law

Established in 2000, the MUST Law Faculty offers the undergraduate program of Bachelor of Laws; six master’s degree programs including Master of Laws, Juris Master, Master of Laws in Criminal Justice, Master of International Economic and Commercial Law, Master of International Arbitration, and Master of Financial Crime and Regulation; the Doctor of Philosophy in Law degree program in 9 different majors, including Legal Theory, History of Law, Constitutional and Administrative Law, Civil Law and Business Law, Criminal Law, Economic Law, International Law, Legal Procedure, Environmental and Natural Resources Protection Law. In accordance with the principle of “one country, two systems”, the Law Faculty provides parallel courses of Macao Law and Chinese Mainland Law in its Bachelor of Laws program, and the postgraduate programs feature comparative and cross-domain laws as their main content. The Law Faculty if the first batch members of the Mainland-Hong Kong-Macao Law Education Alliance and the young members of the Asian Law Institute. Together with the Macao Anti-Money Laundering Specialists Association, it also established the Macao Exam Centre of Certified Anti-Money Laundering Specialist (CAMS) with the authorization from the Association of Certified Anti-Money Laundering Specialists (ACAMS) and initiated the Master of Financial Crime and Regulation program, aiming to enhance the regional talent pool of anti-money laundering and financial regulation and to serve the Macao society. 

The Law Faculty has several research institutions, including the Research Centre for Arbitration and Dispute Resolution, the Legal Practice and Education Centre, and Macao Centre for Law and Finance. It also has two state-level institutions. One is the Macao Intellectual Property Research Centre, jointly built by the Faculty and the Intellectual Property Study Centre of the Zhongnan University of Economics and Law. This Centre is also a key partner research base outside Mainland China for humanitarian and social sciences recognized by the Ministry of Education. The other is the Macao Research Centre for the Judicial Training Base of the Shanghai Cooperation Organization. Taking the advantage of Macao’s traditional and unique geographic position, the Faculty actively carries out foreign academic and teaching exchange activities, and has built up effective cooperative relationships with foreign academic institutions and professional organizations. 

The Faculty of Law has formed unique and distinctive characteristics in the historical context of multiculturalism and the trend of inter-regional legal development. It is continuously improving its overall strength and academic influence, and it is committed to cultivating legal professionals who embrace the ideals of the rule of law, are virtuous and talented, and are dedicated to serving society and the public.
