Speech of Dean Fang Quan on Freshmen Orientation Meeting 2021/2022

Good afternoon, distinguished teachers, alumni, guests, and dear new students.

On behalf of all the members of the Faculty of Law, I would like to extend my warm welcome to the 200 new undergraduates and 300 new postgraduates of the Class of 2021. Apart from local students, many of you are from the Mainland. Welcome to Macao--- the only city which is currently defined as a non-high-risk area outside the Mainland. Welcome to Macau University of Science and Technology--the youngest university of Top 300 in the Times Ranking. Welcome to the Faculty of Law-- a law school that teaches both Laws in Macao and Mainland and practices the principle of “One Country, Two Systems” in law education. Due to the COVID-19, only part of the students could attend this meeting and I hope students who attended online can also feel our enthusiasm.

It is often said that COIVID-10 has changed our lives and our era in the passing year, i. In my opinion, it seems that something has been changed, but something has not been changed. How will you summarize our era with the simplest words. I will say this is an internet-based age with law-based governance. Internet is the hardware and law-based governance is the software. The COVID-19 has not changed these two basic characteristics of this age. Just like this orientation meeting, we must strictly control the number of people present and wear masks in accordance with relevant regulations of Article 14 of No.2/2004 Prevention and Treatment of Infections Diseases of Macao Laws because we are at the age of law-based governance. But this orientation meeting can be held online and offline at the same time so that students who can’t come here will join us online because we are in an internet era.

Talking about this, some students will chuckle to themselves because we have possessed half of the two characteristics of this era. As a matter of fact, every profession produces its own leading authority. However, other professions could be inseparable from our work at the age of law-based governance. We legal practitioners often witness that we are not welcomed but needed.

Now you are a member of the Faculty of Law, I hope you will become qualified legal practitioners through persistent study. First, I hope you can study hard and make law be your major. Second, I hope you can master practical skills in law and make law be your profession. Thirdly. I hope you can have broad visions and make law be your career. Finally, I hope you can develop your passion for justice and make law be your belief. This is a legal talent with four qualities---knowledge, skill, vision, and passion. The first three majors in modern universities of western countries are theology, medicine, and law, which were designed to comfort the soul, treat bodies, and pursue justice respectively. The pursuit of justice is the aspiration and destination for each legal practitioner.

To pursue justice requires highly self-identity and legal belief, as well as joint efforts and inheritance of law practitioners. Faculty of Law is one of the first four faculties of MUST. During the epidemic period of last year, we overcame difficulties and accomplished a great event---establishing the Alumni Association of the Faculty of Law with the support of the MUST Alumni Association, with the hope of gathering power of alumni and enhancing joint development through the platform of Alumni Association. Thanks to the support of our alumni. Today, I would like to express my appreciation to our alumni Mr. Lau Chak Kwong and Mr. Zheng Li, thank you for your generous donation. We will work hard and move forward hand in hand with your kind help.

In the end, welcome to our faculty again, my students, I hope you can harbor your dream, seize the day and live it to the fullest. Thank you all!
