The Zhuhai Municipal People’s Government and the Macau University of Science and Technology (M.U.S.T.) signed a framework cooperation agreement on the morning of 27th May, 2019 in the N101 conference hall, M.U.S.T. Ma Xingrui, Governor of the People’s Government of Guangdong Province, Xue Xiaofeng, Deputy Director of the Liaison Office of the Central People’s Government in the Macao S.A.R., Ouyang Weimin and Zhang Hu, Vice Governors of the People’s Government of Guangdong Province, Alexis Tam Chon Weng, Secretary for Social Affairs and Culture of the Macao S.A.R. Government, Guo Yonghang, Secretary of Zhuhai Municipal Party Committee and Director of the Standing Committee of the Zhuhai Municipal People’s Congress, Liu Chak Wan, Member of the Standing Committee of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC) and Chancellor of M.U.S.T., Sou Chio Fai, Director of the Higher Education Bureau of the Macao S.A.R. and a group of guests attended the signing ceremony. The cooperation agreement was signed by the Deputy Secretary of the Zhuhai Municipal Party Committee, the Mayor Yao Yusheng of Zhuhai Municipal People’s Government and M.U.S.T. President Liu Liang.

The construction of the Guangdong-Hong Kong-Macao Greater Bay Area is a major development strategy of our country (OR for our Chinese country). To implement the decision-making arrangements of the Party Central Committee and the State Council of the People’s Republic of China’s The Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Areaand to accelerate the construction of the Greater Bay Area, the Macau University of Science and Technology and Zhuhai City will be exploring and deepening the cooperation on several fields including innovating education, cutting-edge science and technology, quality medical research, medicine and health industry, the next generation Internet, space big data, artificial intelligence, aerospace, excellent cultural heritage, youth innovation and entrepreneurism. Zhuhai and Macao are going to jointly establish the Macau University of Science and Technology Zhuhai Research Institute (Headquarters), the State Key Laboratory for Quality Research in Chinese Medicines (Division) and the State Key Laboratory of Lunar and Planetary Sciences (Division) in Hengqin New District of Zhuhai. Along with this strategic cooperation agreement, Zhuhai-Macao will be integrated to enlarge and strengthen the development of connected districts of the Greater Bay Area, by constituting a high-quality education and innovation technology center in the west coast of the Greater Bay Area, cultivating more talents who affiliate themselves with the motherland and Macao, and accomplish more scientific and technological achievements. We commit ourselves to the construction of the Greater Bay Area, the Belt and Road cooperation initiative, and the moderately diversified and sustainable economic development of Macao.
Zhuhai and M.U.S.T. will deepen cooperation and promote the scientific research and development process in the Greater Bay Area. We will create innovative science and technology entities by making full use of the merits of Zhuhai’s geographical location and the University’s reservoir of talents and technology. The two sides will work together to promote the prosperity and development of the Greater Bay Area culture, by studying the history and culture of Zhuhai and Macao, holding a series of academic activities, and exploring the comprehensive usage of cultural resources. We will also expand the health industry development in the area, conducting the cooperation in the medical field and supporting the two places’ medical practice and research. Zhuhai and the University aim to build an educational community to cultivate the ‘three innovations’ talents on creativity, entrepreneurship and competence for better serving the construction of the Greater Bay Area and integrating ourselves into its development.
After the signing ceremony, Chancellor Liu Chak Wan and President Liu Liang accompanied the guests from Guangdong Province and Zhuhai City to visit the State Key Laboratory of Lunar and Planetary Sciences.

President Liu Liang indicated that in line with the national development strategy of the Greater Bay Area, M.U.S.T. attaches great importance to the framework cooperation agreement signed with Zhuhai. The University comprehensively implements the significant instructions of the President Xi Jinping on cultivating more excellent and patriotic talents for Macao and gaining more innovative scientific and technological achievements to facilitate the moderately diversified and sustainable economic development of Macao as well as the Greater Bay Area construction. President Liu Liang expressed that Governor Ma visited and was impressed by the State Key Laboratory of Lunar and Planetary Sciences. Governor Ma believed that M.U.S.T. can expand and extend its participation in the national space science and technology scene and construct its own scientific strengths in aerospace research. He also hoped that the State Key Laboratory for Quality Research in Chinese Medicines will speed up the settlement in Hengqin, Zhuhai.
M.U.S.T. was approved by the Macao S.A.R. government to establish the Faculty of Medicine at the beginning of 2019. The University looks forward to cooperate with Zhuhai to set up a high-quality medical institute with international influence and a medical development platform for Zhuhai and Macao in relevant fields. Macao is the central city of the western corridor of the Greater Bay Area, which enables it to develop as a Chinese culture-oriented base for multicultural exchange and cooperation. With this feature, Macao can work with Zhuhai to constitute an innovation and technology center of the Greater Bay Area and promote the moderately diversified and sustainable economic development of Macao. For example, it will extend cooperation with the western areas of the Greater Bay Area, relying on the Zhuhai-Macao platform to expand the innovation and scientific cooperation of the hometowns of overseas Chinese, including Zhongshan and Jiangmen. Among them, Tangjiawan in Zhuhai is a representative area with outstanding traditional history and culture in modern time. This way, Zhuhai and Macao can cooperate together to study and promote Chinese culture.
This cooperation agreement has been highly valued by the Guangdong Provincial People’s Government, the Liaison Office of the Central People’s Government in the Macao S.A.R. and the Macao S.A.R. Government. The Macau University of Science and Technology will be gradually implementing all aspects of the work plans, accelerating and deepening the cooperation between Zhuhai and Macao.
