Law Faculty Successfully Held the 2nd Guangdong-Hong Kong-Macao Greater Bay Area Law and Politics Forum 2020

In the morning of October 20, 2020, the 2nd Guangdong-Hong Kong-Macao Greater Bay Area Law and Politics Forum 2020 was held in Lecture Hall N101 on campus of Macau University of Science and Technology (MUST). The event was co-organized by the MUST Law Faculty of and the Macao Law Society, assisted by the Macao Law and Finance Research Center of the MUST Law Faculty and the Macao Alumni Association of the China University of Political Science and Law, and sponsored by the Macao Foundation. The theme of the forum was “Financial and Legal Development in the Greater Bay Area”. More than 100 students and faculty members attended the forum, and some external guests and students participated online through ZOOM.

The opening ceremony of the Forum was attended by: Mr. Kou Hoi In, President of the Legislative Assembly of Macao; Mr. Chui Sai Cheong, President of the Macao Federation of Legal Practitioners; Mr. Huang Wenjun, Deputy Ministerial Assistant of the Legal Department of the Liaison Office of the Central People’s Government in the Macao Special Administrative Region; Mr. Liu Dexue, Director of the Legal Affairs Bureau of Macao; Mr. Vong Lap Fong, Member of the Administrative Board of the Monetary Authority of Macao; Mr. Pang Chuan, Vice President of Macau University of Science and Technology; Mr. Chan Wa Keong, President of Macao Legal Studies Association; Ms. Fang Quan, Dean of the Faculty of Law of Macau University of Science and Technology; Mr. Kuong Kuok On, Chairman of Macao Legal Studies Association. Mr. Chan Wa Keong delivered a keynote speech at the opening ceremony on behalf of the organizing institutions. He pointed out that there are gaps in the current financial legal system in Macao and it is urgent to study and improve it to promote the economic development of Macao and the construction of the Guangdong-Hong Kong-Macao Greater Bay Area.

The Forum focused on how to implement and realize the development plan for the Greater Bay Area, Belt and Road and Macao, how to improve the legal basis of Macao’s financial system, what local/external experiences can be drawn on, and how to improve the legal mechanism of cross-regional financial cooperation between Macao and related regions.

Professor Chen Jingshan from the China University of Political Science and Law, Assistant Professor Peng Yunpeng from the MUST Law Faculty, and Macao practicing lawyer, Ao Chi Tan, were speakers at the first session titled “Legal Basis for Financial Development: A Comparison of Macao and Extraterritorial Experiences”. The titles of their presentations are: “Evaluation of Bond Dispute Records”, “Three Steps to Formulate Securities Law for Macao”, and “Outlook of Green Financial Development in Guangdong, Hong Kong and Macao Greater Bay Area”, respectively. Assistant Professor Lü Chenglong of Shenzhen University Law School offered comments after the presentations. The first session was moderated by Mr. Chan Chi Fong who is also a practicing lawyer.

Professor Yu Haiyong from Sun Yat-sen University School of Law, Associate Professor Jiang Xuelian from Beijing University of Technology School of Law, and the lawyer from Guangdong Junhou Law Firm, Sun Linling, presented at the second session, titled “Trust and Fund Law: Implications of Extraterritorial Experiences for Macao”. The titles of their presentations are: “Dual Ownership Problem of Trust Property”, “The Practice of Trust Legislation in Japan - Experience and Lessons”, and “The Dilemma of Chinese-Style Family Trust”, respectively. Commentor of the second session was Xie Xuekai, Lecturer from the School of Law of East China University of Science and Technology. Assistant Professor Bi Jingwei of MUST Law Faculty served as the moderator.

Students from the Law Faculty were very interested in the presentations and raised many questions during the Q&A section. 

At the end, Program Director of the Law Faculty, Assistant Professor Xie Gengliang, delivered the closing remarks and expressed the gratitude on behalf of the faculty to all the speakers and reviewers.
