The Shizi Gate Law Forum “Dialogue Between Constitutional Law and Branches of Law “ Was Successfully Held by Faculty of Law

The 54th Shizi Gate Legal Forum( the first of the academic year 2021/2022) was successfully held at Room N211 in MUST at 7:00 pm on 26th, October, 2021, which was organized by the Faculty of Law, MUST and sponsored by MUST Foundation. The topic of this forum is “Dialogue Between Constitutional Law and Branches of Law”.

It was honorable to invite Vice-President of China Association of Constitutional Law of China Law Society, Professor of School of Law of University of Chinese Academy of Social Science, Ma Ling, Professor of Zhejiang University Guanghua Law School Wang Guan Xi, Professor of Faculty of Law, University of Macau, Vice-president of Institute for Advanced Studies in Humanities and Social Science Shui Bing, Associate Professor of Faculty of Law, University of Macau, Zhai Xiao Bo as the distinguished guests. Program Director Bi Jing Wei and Mou Xiao Bo from the Faculty of Law, MUST were invited as speakers and Associate Professor Zhu Shi Hai was the host. The forum was held online and offline, attracting many teaching staffs and students from MUST and other universities. There were more than 80 students who attended the forum offline and more than 270 teaching staffs and students watched online.
At the start of the forum, Program Director, Assistant Professor Bi Jing Wei presented souvenirs to the distinguished guests and take photos with them.

Starting from the variation between distance and connection between branches of law and constitutional law, Professor Ma Ling led attendees to in-depth think about the variety of connections between them. He suggested understanding the distance between them by taking the no-violation principle and the non-contravention principle as the reference and further discussing by use of practical materials. Taking constitutional review as the starting point, Associate Professor Zhai Xiao Bo pointed that the only convergence between constitutional law and other laws and discussed the relationships between other branches of law and constitutional law, which is the supreme and basic law, from the perspectives of purpose, concept, and content. Professor Wang Guan Xi thought that only by fully understanding the differences between laws in China and western countries, could we better recognize the relationship between constitutional law and other laws, as well as possible problems in the practical cases. Professor Shui Bing in-depth discussed how constitutional norms to regulate civil justice from the perspective of methodology, and analyzed whether constitutional norms absented from civil justice, what role did constitutional norms play in judging, and the formation mechanism of this regulation according to his own research findings. Speaking from the process of legal methodology in China, he tried to combine law and social science with legal dogmatic through his academic research, he thought law and social science could provide external support for legal argument and transform external perspectives of politics, economy, and morality into legal discourse and achieved seamless convergence n if law and social science could fully use tools of data analysis and visual presentation. Program Director Bi Jing Wei and Mou Xiao Bo made comments on the keynote speakers’ speeches and pushed the forum to the peak.

Interaction Session


The discussion between scholars and experts were rich in content with novel viewpoints, which broadened theoretical horizon of students of Faculty of Law and offered new understandings of relationship between constitutional laws and other laws. During the interaction session, the guests replied questions raised by students online. The forum lasted more than three hours. Teaching staffs and students online and offline actively participated in the forum. At last, the forum ended successfully in a strong academic atmosphere.
