Application amount.
- for projects not exceeding MOP 1,000,000.00 (MOP 1,000,000.00) (to be approved by the Administrative Committee)
- Projects exceeding MOP 1,000,000.00 (MOP 1 million) (approved by the Board of Trustees).
Subject of funding.
- institutions of higher learning under the supervision of the Government of the Macao Special Administrative Region.
- laboratories or other entities engaged in scientific and technological research and development activities in the Macao S.A.R.
- private non-profit organizations registered in the Macao SAR.
- owners of commercial enterprises or commercial enterprises registered in the Macao Special Administrative Region
- researchers engaged in research and development in the Macao Special Administrative Region.
(I) Funding items.
- projects that contribute to the popularization and deepening of scientific and technological knowledge
- projects that contribute to the improvement of productivity and competitiveness of enterprises
- research and development, promotion and innovation projects that contribute to the development of industries.
- research projects that contribute to the transformation of R&D results.
- projects that help promote external cooperation in science and technology
- projects that promote the transfer of science and technology as a priority for socio-economic development.
- patent applications.
(2) Type of application.
Applicants are required to select the type of project from among the categories of the Organization for Economic Cooperation and Development (OECD):
- basic research: projects undertaken to obtain new knowledge about the fundamentals of phenomena and observable facts.
- applied research: projects with clear research objectives and innovation to bring basic research discoveries to application.
- experimental development: projects oriented to practical applications to generate new products, materials, devices, processes, systems and services. Specifically including industry-academia-research cooperation, enterprise research and development and clinical research.
(iii) Approval criteria.
The granting of the grant will be carried out in accordance with the "Regulations for Granting Grants" approved by the Chief Executive 64/2021. Depending on the nature of the application, the following criteria shall be applied: 1.
- basic research: scientific value and frontiers.
- applied research: practicality and application prospect.
- experimental development: practical application scenarios, advanced technical performance indicators and social or economic benefits.
(D) Funding Methodology.
According to Article 11 of the Grant Regulations, there are two types of funding methods: non-reimbursable and compensated. If the application is for reimbursement, it must provide a guarantee of repayment and state the time and period of repayment.
(E) Duration of the project
The maximum period of research and development for this type of project is 3 years.

Patent Funding
Application Period.
Applications are accepted year-round
Program Description
1. Targeted Funding
- local universities, colleges and their R&D centers.
- laboratories or entities engaged in R&D in Macao.
- local non-profit private institutions.
- commercial enterprises and entrepreneurs registered for R&D in Macao.
- personnel engaged in R&D in Macao.
2. Funding Method and Period
- The applicant entity may apply to the Fund for the "Patent Grant for Scientific and Technological Achievements" before or during the process of applying to the patent approval authority. The applicant shall not apply for funding from the Fund if the project has been successfully granted a patent. 2.
- The applicant entity must specify the method and total amount of funding applied for. According to Article 11 of the Granting Regulations, there are two types of funding methods: non-reimbursable and reimbursable, and the duration of funding for each project shall not exceed three years. In case of reimbursement, the applicant must provide a guarantee of repayment and specify the time and period of repayment.
- The principles of funding for patents on technological achievements are as follows
3.1 The applicant shall first apply for a patent in China or locally and shall not approve patent applications from other countries/regions before obtaining a patent in China.
3.2 If an international patent application is considered, the applicant shall first apply for international PCT protection.
3.3 The patent rights of inventions in Macau may be extended to Macau after the patent is granted in Mainland China.
- After applying for a grant, the applicant must submit a project work report in accordance with Article 13 of the Granting Regulations.

Funding for enterprise innovation and R&D
The application period for this type of grant is from the 1st to the 5th of each month. (If the 5th is a holiday, the deadline will be extended to the first business day after the holiday).
1. Purpose
In line with the objectives of the Technology Development Policy of the Macao SAR, to encourage enterprises to attach importance to technological research and development, and to support enterprises to start cooperation between industry, academia and research on technical problems encountered in the process of production and operation, to provide partial subsidies for the R&D costs of enterprises successfully matched through the "Industry-Academia-Research Online Matching Platform" of the Science and Technology Fund, in order to promote the implementation of results and solutions.
2. Application Requirements
- Owners of commercial enterprises or commercial enterprises registered in the Macao Special Administrative Region.
- A local resident holding at least 50% of the shares.
- A minimum of three full-time employees; if less than three full-time employees, the project must be recommended by a national-level crowdsourcing space in Macau.
- The project applied for has been successfully matched through the "Industry-Academia-Research Online Matching Platform" of the Science and Technology Fund, and the technology provider must be a higher education institution.
3. Application and funding amount
- Application amount: not more than MOP 250,000.
- matching funds from enterprises: not less than the grant amount.
- The grant will be disbursed on an accountable basis after the project is completed.
4. Funding Method
No compensation
5. Project Duration
Each project is funded for a period of six months to one year.
6. Application Method
Through the online matching platform of Science and Technology Fund for Industry-Academia-Research.
7. Evaluation Criteria
- The Fund will be approved in accordance with the Regulations on Granting of Grants approved by the Chief Executive in Order No. 64/2021 and its constituent parts.
- In particular, the following elements will be taken into consideration.
1) The effect of the project results on solving the technical difficulties of the enterprise.
2) the value to the enterprise of overcoming the technical difficulties.
3) the technical capability of the technology provider
4) the feasibility of the project and its work program.
5) the reasonableness of the budget.

Key R&D Program
The application date of the R&D Focused Grant for 2021: 28 June 2021 to 30 July 2021. (The year 2022 has not yet been notified, for reference.)
1. Funding Direction
"Biomedical Materials", "Advanced Electronic Materials", "Precision Medical".
2. Application Requirements
- the entities under Article 2(1) to (4) of the Grant Regulations approved by the Chief Executive's Instruction No. 64/2021.
- The project leader and the topic leader of the project must have a doctoral degree or hold the title of associate professor or above.
- The project leader must be a full-time employee of the applicant entity and must work full-time at the applicant entity for not less than 9 months per year. The project leader must be qualified to work in Australia on a full-time basis.
- Experts involved in the preparation of the relevant application guidelines are not allowed to be project leaders or members.
The maximum amount of funding for each project will be set by the application guidelines, and the duration of funding for each project will not exceed three years.
3. Evaluation Process
- The STF approves projects in accordance with the Granting Regulations approved by the Chief Executive's Instruction No. 64/2021. 2.

Funding Scheme for Innovation and Technology Promotion
Application date for 2021 Technology Innovation Enhancement Program: October 5, 2021 to November 5, 2021. (For reference, 2022 has not yet been notified.)
1. Application entities
- higher education institutions under the supervision of the Government of the Macao Special Administrative Region.
- laboratories or other entities engaged in scientific and technological research and development activities in the Macao Special Administrative Region
- Non-profit private organizations registered in the Macao SAR.
2. Application amount
The application amount for each project shall not exceed MOP500,000.00 (MOP50,000.00).
3. Funding Method
No compensation
4. Project Period
The funding period for each project is from one to two years.
5. Application Method
Application is made through the online application system of the Science and Technology Fund.

6. Assessment Criteria
- The CSTF approves the applications in accordance with the Regulations on Granting of Grants approved by the Chief Executive's Order No. 64/2021 and its constituent parts.
- In particular, the following elements will be taken into consideration.
1) The value of the project's scientific and technological applications.
2) The ability of the applicant to implement the project.
3) feasibility of the project and the work plan.
4) Reasonableness of the budget.
5) the expected effectiveness of the research.
6) the effect of the project on enhancing the scientific research capability of the participants.

Funding Scheme for Laboratories and R&D Centers
Application period for the 2021 Laboratory and R&D Centre grants: 29 November 2021 to 28 January 2022.
(For reference, 2022 has not yet been announced. If this grant accumulates to 5 projects in 2021, this grant will be suspended.)
1. Purpose
In order to support the development of an international science and technology innovation center in the Greater Bay Area and the SAR Government's policy of promoting science and technology innovation, the Science and Technology Development Fund (hereinafter referred to as "S&T Fund") has formulated this project in accordance with Article 15 and Article 16 of the Granting Regulations to encourage Macao institutions to establish a number of laboratories and R&D centers in Macao in collaboration with overseas research forces, so as to better attract This is to better attract high-level research talents to Macao and to enhance Macao's technological innovation capability.
2. Application Requirements
Institutions located in Macao may apply for this grant for their laboratories or R&D centers that meet any of the following criteria.
(1) Laboratories established by national research institutions or laboratories in China or abroad in collaboration with Macao institutions.
(2) Laboratories established by Nobel Prize, Fitz Prize or Turing Award scientists in collaboration with Macao institutions.
(3) R&D centers set up in Macao by well-known domestic and foreign enterprises independently or in cooperation with Macao institutions.
3. Application requirements
- The establishment of a collaborative institution in Macao by a domestic or foreign national research institute or laboratory as stipulated in paragraph 1) above shall be approved by the relevant local authorities (if any).
- The Nobel Prize, Fitz Prize or Turing Award scientist referred to in paragraph 2) above shall undertake to take the lead in the establishment of the laboratory, supervise the laboratory on site for not less than 30 days per year and authorize the laboratory to be named in his name on a long-term basis.
- The well-known domestic and foreign enterprises referred to in paragraph 3) above are the latest Fortune 500 and China 500 companies.
4. Funding Method
No compensation.
5. Amount and Duration of Grant
- No more than five laboratories or R&D centers will be funded under this project. 2.
- The maximum amount of grant for each laboratory or R&D center is MOP20 million for a period of three years, and the grant will be disbursed in installments.
6. Continuing Funding
Recipient entities may submit an application to the ITF if they wish to continue to apply for funding for another three years.
7. Fundable and non-fundable expenses
Please refer to Article 3 of the Granting Regulations for the relevant expenditure requirements.
8. Application Requirements

- a copy of the certificate of the person in charge of the unit to be entrusted. 3.
- in the case of collaborating laboratories or R&D centers, documents certifying that the collaborating party and the competent authorities, if any, agree to the establishment of the collaborating institution in Macao.
- in case of Nobel Prize, Fitz Prize or Turing Prize scientists' title laboratories, the appointment agreement between the scientists concerned and the hosting unit for the establishment of the laboratories must be submitted.
