Horizontal cooperation projects Introduction

  1. Horizontal science and technology project establishment must fill in the horizontal project contract form. The procedure for signing a project contract is as follows:
    a). The project leader drafts the Horizontal Project Contract and submits it to the relevant dean/director/director for approval.
    b). Submit the "Horizontal Project Contract" to the Scientific Research Management Office for review, and the leaders in charge of the school will approve and seal it.
    c). After the entrusting party signs and seals, the "Horizontal Project Contract" is submitted in duplicate to the Scientific Research Administration Office for the record.
  2. After the horizontal project is established, the Scientific Research Management Office is responsible for supervising and inspecting the implementation and completion of the project; supervise and urge the project leader to report the progress of the project to the entrusting party in a timely manner, complete the project in a timely manner after the completion of the project and perform the matters stipulated in the contract; and supervise and inspect the use of funds for the relevant horizontal projects in conjunction with the Accounting Office. After the horizontal project is concluded, the project leader shall send the summary report in duplicate to the Scientific Research Management Office for the record.
  3. If a dispute arises between a horizontal project in research, the Scientific Research Management Office shall, together with the project leader and the entrusting unit, negotiate and resolve it according to the project contract, and if necessary, the Scientific Research Management Office shall hire relevant experts to arbitrate.
  4. The horizontal project leader shall bear all liabilities specified in the project contract or agreement, including financial losses and negative impacts on the university. Before the contract or agreement is signed, it is the responsibility of the horizontal project leader to explain to the University in writing the responsibilities implied in the project contract or agreement and the negative results that may result.
